Assignment OPTION A: Government Budget Deficits/ Debt
Dating back to George Washington, the President of the United States annually gives a State of Union address that outlines the President’s legislative agenda and national priorities.   Since 1966, the speech has been followed by a response or rebuttal by a member of the political party opposing the President’s party.   This year Florida Sen. Marco Rubio gave the G.O.P. Response to the State of the Union Address.

For each politician:
a) Use macroeconomic terms to explain the underlying economic justification for just ONE of the assertions made at their respective news conference.   Make sure to develop your analysis so that your roommate understands why Obama or Rubio are making this assertion.  Explain carefully.
b) Politician often over simplify, make sweeping generalizations (e.g., X is always bad, Y is always goods).  Identify one sweeping generalization that was made.  Explain why the comment is an over simplification of the economic issues present.  Explain carefully as well using your macroeconomic knowledge.
Article Restriction: Comments must be based on transcripts of the politicians’ comments.  See politicians’ names above for links to transcripts.
Article Inclusion: You do not need to include the transcripts of the speeches made by President Obama and Florida Sen. Marco Rubio.

Assignment OPTION B: Government Budget Deficits/ Debt
Recall our discussion of recessions.  On the macroeconomic level, recessions play a vital role – get rid of excess capacity, lower inflation, and reallocate resources to more productive uses, setting the economy up for a great expansion.  On the micro level, there are huge costs – unemployment, crime, and mental health issues, to name a few. The same is true for the austerity programs/ deficit reduction programs.   In lecture, we discussed on a macro level why governments must raise taxes and/ or reduce the amount of benefits and public services provided in order to reduce government budget deficits.   I want you to gather information about the micro level effects – the impact on individuals – from the passage of these austerity programs.
Gather WSJ articles that allow you to:
a. Gather evidence so you can describe three policy changes that were enacted to lower government budget deficits in two countries (e.g., taxes were increased by X amount).  (You cannot examine the U.S., but you may consider looking at France, Greece, India, Ireland, Italy, Japan, Netherlands, Poland, Portugal, Singapore, Spain, and the U.K., to name a few.)
b. Find evidence on how citizen’s daily lives have changed due to the economic crisis that started in 2008 in these two countries and report this.
c. Find evidence on how citizens responded in these two countries in which they already have enacted their austerity program and report this.
d. In order to have some context about the personal effect of the global recession and the austerity programs, obtain macroeconomic data on these two countries from the CIA World Factbook. Gather data on unemployment rate, GDP per capita, inflation rate, and public debt/GDP (or external debt/GDP).
e. One reaction we witnessed in the U.S. was protesting, known as the Occupy movement.  Are you concerned that U.S. citizens will have similar reactions to the austerity programs as what has happened in the countries you have analyzed?  Explain.  (There is not one right answer to this question. I, however, want you to be thoughtful in your response defending your position.  Also an economic and noneconomic answer would be fine.)
